How the teams are made
The whole list is shuffled with a cryptographically secure random generator, then names are dealt out one by one like cards. That keeps teams as even as possible: with 13 people in 3 teams you get teams of 5, 4 and 4.
Number of teams or team size?
Use Number of teams when you know how many groups you need, such as four tables or two sides of a game. Use People per team when the group size matters, such as pairs for an activity. With people per team, the number of teams is rounded up, so the last few people are spread across the teams instead of being left out.
